Raymond Oxford attended Farleigh school and Ampleforth college before earning a master of arts from Balliol college, University of Oxford.
He was elected to the lords in october 2014. He served in the diplomatic service for nearly two decades, starting in 1980.
The foreign and commonwealth office, cabinet office, and several eastern european countries have employed him.
